 Partly in concern to strk's last ticket -- #1325 and just for
 completeness.

 I guess we should put in regress tests at least for topology and raster
 upgrade scripts and the extension installs and upgrades
 which I am using sed to generate.  Just to verify they behave as a native
 install.

 I'm thinking just another regress pass that instaalls the upgrade and
 reruns thru the existing tests.  I'll take a stab at doing this but may
 need help since some of the regress logic I don't understand.
