Because ST_Union is an aggregate, so can't be also a normal function.
Improving ST_Union (aggregate) to finally use the geos UnaryUnion would
be a sensible next step, but as not all supported GEOS versions do have
GEOSUnaryUnion it'll take some additional ifdefs.
