 I tried to manually change rtoadd and ltoadd
 in the tiger.edges and tiger_data.mn_edges tables
 to the correct max addresses of 3252 and 3253
 for gid=540165
 to see if the geocoder would get a better result, but the result ended up
 the same as before I changed those values.

 Is there some other data I need to change for this to have an affect?
 A cache or index or something?  I'm confused that it didn't change the
 result.
