 Steve,

 Thanks for the great input.  That answered a lot of questions. I can't
 help but think if there were some way to provide back corrections to Tiger
 in a painless way for everybody.  So that Tiger becomes better. That's
 part of what my thinking was with maintaining the tiger tlids for the
 topology loader.

 It may be broken, but everything is in some way and as long as you
 understand where the breaks are that is all I think one can hope for. Like
 you said its a good source given the price and I'm impressed with the
 improvements they have made. Besides I don't have the space to store all
 parcel data in the country so interpolation in many cases is good enough
 given the savings space.
