Unlikely as that would require the raster2pgsql loader to do system admin tasks.

As for the NetCDF out-db, it should work assuming you are using the
subdataset name when loading the raster.  I haven't had the chance to
test yet on NetCDF but it should behave the same as for HDF4 and HDF5.
