 This is just a poor error message. What it should perhaps say is "only
 POINT-IN-POLYGON tests area supported". Basically one argument has to be a
 point, the other argument a polygon. Or, wait a sec, this isn't on
 ST_Covers, but on ST_Intersects? I'll look closer.
