[postgis-devel] [PostGIS] #1831: ability to separate user defined spatial_ref_sys from installed

How about we put trac mail into postgis-tickets or something, so
postgis-devel is human conversation only? I already just filter all
the trac stuff into a separate folder, but it would be nice if our
human mail wasn't washed out by automail.
