 Seems most of us are in favor of RETURNS TABLE vs. using OUT params or
 typed setofs.  Only really stumbling block for me is our documentation
 currently has no way of documenting such a construct.

 I suppose we could pretend it is OUT since the comments and general tests
 would work just fine since they are all set to ignore OUTs anyway.

 Though that leaves a bad test in my mouth.  I think last I tried it didn't
 fit in nicely in the slot for output. Will have to try again and make
 accommodations for it if necessary.
