[postgis-devel] Why postgis.sql includes postgis_drop.sql ?

I've seen that "postgis_drop.sql" is included by postgis.sql.
This means a _new_ install will define objects and finally
drop others. Doesn't sound right to me. Why should it be
dropping items ?

I do understand _upgrading_ may need to (and often would need
to do the drops _before_ the creations, to avoid ambiguities)

Can anyone explain the rationale for the current setup ?
