 Creating the DB with a known encoding seems good to me. We really need to
 be more in control of the environment our testsuite runs in, as much as
 I'd like to create a whole cluster to enforce such control.

 @gdt: the DB creation code is in regress/run_test, if you want to come up
 with a patch. Make sure it works from 8.4 to 9.2
