 something has gone awry with the whole regress install path thing.

 I thought my issue was because I was building a new mingw environment, but
 I flipped over to my old one that was working 2 weeks ago and as of r8878
 and possibly earlier, I get the same issue with the old.

 This is against my 8.4 and 9.1s.

 My regress log shows this error:
