proj4text entries for EPSG:1449 and EPSG:1450 are equal in spatial_ref_sys.sql:

Basically the code or CH1903 (EPSG:4149) seems bogus.

spatial_ref_sys is from postgis trunk.
nad/epsg is from proj4 trunk.
