 The TIGER tabblock shapefiles have an extra field "utyp" compared to the
 tabblock table definition. This causes the loader to break on that table.
 The [http://www.census.gov/geo/www/tiger/tgrshp2010/TGRSHP10SF1.pdf TIGER
 tech docs. p 5-32] says it should be a 1 character field.
