 Perhaps I'm the only one affected by this GDAL_DATA environment
 dependency.  I'm mostly affected as a package manager.

 The issue I see is that if I set this environment variable during
 installer process, I could adversely affect other applications users are
 running.  Worst yet, and uninstall of one postgis version or postgis or
 another postgis could cause PostGIS or the other apps to stop working.

 This is very undesirable of course and worst yet is a really hard issue
 for someone to debug.  IS there some way we can internalize this
 dependency similar to what we do with proj so that I can installed

 gdal-data folder in the postgis-2.0 folder and ensure uninstallation or
 uninstallation of some other app doesn't cause these troubling problems?
