[postgis-devel] MOTION: drop legacy_compatibility_layer.sql

[Paragon Corporation]

-1 - I want to keep it but have it renamed to to legacy_minimal.sql

I still find it more useful than the full legacy install because it has teh
minimal to work with common third party tools.
