[postgis-devel] Release Anncmt

Since we are almost at the release stage, the artifacts like release
notes and doco and so on need to be complete. I think they mostly are.
One thing that is not done is the announcement itself. In order to
facilitate that, I've started a skeleton here,

Let's aim for something short enough to fit on one email screen, no
matter how tempting it is to expand an nauseum.

Could we clean up the NEWS a bit so that the features come first and
not the thanks to testers?
