Feel free to revise or elaborate my thoughts. I'm not sure how the
PrecisionModel compares to snap-rounding.

Also, I'm aware that Sean Gillies is keen to have the PrecisionModel
exposed to the C API, so there is possibly a parallel objective for
this GEOS C API feature.
