 The attached shapefile contains a single geometry.
 A multipolygon composed by a single polygon containing 4213 rings with a
 total of 82304 vertices.

 The overall shape of the object resembles a line, with only 2 vertices. As
 shown in the picture (taken by qgis).

 I'm not sure ST_MakeValid would _ever_ complete (didn't see it finish
 yet).
