New description:

 Given that spatialite/rasterlite can be great companions to PostGIS
 (vector and raster), I'm thinking of packaging it in with the gdal windows
 binaries.

 Right now they are pretty light just one .dll and this will add another 1
 or 2, but I think for Mobile development -- light weight data
 distribution, the combination could be really nice.

 Even better when we have our FDW spatial mojo going I've cataloged in
 #974.
