 I'm planning on adding back ST_Union(raster) later today.  I'm not a fan
 of it either but I know I'd use it when I'm lazy.  And yes, it would union
 all bands (and create bands as it goes).

 All these aggregate variants require tweaks to the underlying code due to
 changed assumptions...
