[postgis-devel] Transifex translation

Transifex is quite easy for translators.
Looks a bit harder to administrate, but I did not looked into the CLI
software that helps you creating and packaging translations.
Using the GUI, you have to download each po file. But my guess is that
via command line it's easier.
Let me try pootle...
