#2014: Set job to build PostgreSQL 9.3 weekly and regress

 Setting a job to download the latest snapshot tar ball every Sunday at
 11:00 PM (PST I think).

 Then after compiling and installing 9.3 it will run regress against
 PostGIS 2.1.

 We can't include it yet as part of our normal regress since we already
 have failures.  This is just to monitor to make sure we don't get too out
 of synch and see how things change.
