 well this is might annoying.  The only pg I'm not setup for building on my
 windows 7 is 9.2x32.

 I ran the tests against old mingw for (9.0x32,9.1x32) and my ming64 chain
 for 9.2.0x54.

 None of them fail on this.  So I'm left scratching my head if this is a
 9.2.1 x 32 issue or some randomness of Windows 2003x64 (8 core) (which
 winnie runs on) compared to windows 7x64 or some really fluky memory thing
 that the events are always right on this box to hit.
