Beats me regarding your 2.0 vs 2.1 situation as there have been only
minor bug fixes and enhancements to the raster2pgsql loader for 2.1.

>From my digging, it all boils down to libtool.  If you enable debug for
libtool, you'll see it add the GDAL dependencies.
