[postgis-devel] extensions vs contrib

This only happens if you built without raster support or lower than
PostgreSQL 9.1.  Same case as PostGIS 2.0 so you shouldn't be seeing a
difference.

Extension feature is only available if you build with raster support.

Mine installs fine in extension folder.  It also installs scripts in
share/contrib/postgis-2.1
for those who want to install without extension support.
