This sounds also like a solution for the work with docker containers. 
But i hat to fork the postgis image and add an additional Service which 
receives helper command via tcp and execute it after a security filter 
in the recipient container.

Yes I used it also for other imports, but until now not over the web 
applications, but in cron scripts. The idea is so far good, because gdal 
is also used from mapserver in my web container. I have to see if i add 
the ogr2ogr additional to my web container.
