Just my two cents, about Gitlab.

I'm using gitlab in my company and so far it has all the features Github
has, without the cost. It's running on a two-core machine, with 2Gb RAM.

According to their docs, it can scale to thousands of users. The only
feature my company misses is the large object storage, which is only
available in the paid version.
