[postgis-devel] Automatic tickets updates via commit logs

I've enabled automatic ticket updates via commit logs,
so you can now _close_ tickets referencing them with:

 close, closed, closes, fix, fixed, fixes

or just _comment_ on them with:

 references, refs, addresses, re, see

The ticket reference must be given as ticket:<num> or #<num> and
you can specify multiple tickets with a single verb, as in:

 see #1 and #2
