A proper "commenting by mail" would not increment the number of mails
sent to the list. The list should still only receive ticket updates,
replies by mail should go directly to some trac specific mailbox.

I'd actually agree on this.
Ok, will revert the enforced reply-to for ticket notifications,
and see if I can handle to only make -commit mails having a reply-to
pointing to -dev.
