I pushed the raster one to 2.3 for now with plans to push to 2.2.2 after release.

Did we want to do a release of 2.1 also? 2.0 -- I recall some discussion about that.
Though as Devrim noted, 2.2.1 is more pressing since it would be good to release just in time for Packagers to roll up with the 9.5. So I think 2.2.1 should go first and others follow maybe in next week after if we are short on time.
I'm okay with doing 2.2.1 release if you guys trust me to do so.

I've closed those 2 tickets of mine, but trac knows about 4 more targetted at 2.2.1 that need to be sorted out before we can cut a release:
