[postgis-devel] postgis-docker repository

I've created a new git repository on OSGeo/Gogs to hold Docker
configurations for PostGIS. At the moment the only configuration
available is to build a "build-test" image for use by docker-based
build slaves (currently only used by osgeo-drone but potentially
usable also by Travis and GitLab-CI).
