[postgis-devel] Docs broken for other languages

For HTML, things look ok.

I've corrected all the errors. They were happening because we have XML
mixed up in the strings, and Poliana forgot a few opening "<".

@Regina, it should build after tx-pull and make html-localized.

It seems that  there are errors as well for other languages.

@strk: regarding the gogs fork, I've already signed in gogs and I'll make a
PR soon.
