Yes +1 to mark them all wont fix if they only affect 2.1 branch.  I suspect a lot affect 2.2.  We might have slated them for 2.1.9 with idea of fixing, but they might be issues that affect 2.2 as well.

So for some you might want to push them to 2.2 milestone instead of marking as won't fix.
