It does work, I just tested.

After running:

    ./configure --prefix=/tmp/liblwgeom-test && sudo make install

What I get is:

  /tmp/liblwgeom-test/include/liblwgeom.h
  /tmp/liblwgeom-test/include/liblwgeom_topo.h
  /tmp/liblwgeom-test/lib/liblwgeom-2.5.so.0.0.0
  /tmp/liblwgeom-test/lib/liblwgeom.la
  /tmp/liblwgeom-test/lib/liblwgeom.a
  /tmp/liblwgeom-test/lib/liblwgeom.so
  /tmp/liblwgeom-test/lib/liblwgeom-2.5.so.0
