It uses dump /restore but I believe only to reconstitute the data tables, types, and functions.

The data itself is just moved.

That's why a pg_upgrade of a multi-terabyte database can be done in a few minutes as opposed to a few hours or days.

It also has the option of linking structures so if you are short on disk space you can use it to move your data if you can't hold two versions of your data.
Admittidly I haven't tried that since linking sounds like a scary thing to me.
