[postgis-devel] use of strnicmp

If you are proposing to just remove out the stricmp stuff and stick to
POSIX, so that people are expected to use mingw on windows, that's
totally fine with me.  I was just trying to find a way to have posix
work right and not gratuitously break windows builds I don't understand.

I guess the big question is if is anybody building on windows other than
with mingw (or maybe cygwin).
