postgis-2.5.0rc1 builds on netbsd/7 amd64 with geos 3.7.0c1 (gdal-lib 2.2.4, pgsql 9.5.13) and passes tests as well as any recent version. (There is some issue with raster, but I think this is a gdal issue, and in any case I don't know what's wrong.)
