[postgis-devel] postgis-3.dll missing from winnie builds

Hi everyone,

recently I needed to test the nightly builds for Windows and I decided to
download the Winnie build because I don't have the Windows build chain
setup for Windows.
While the current releases have the bin/postgis-xxx.dll bundled, the 3.0
build only contains the topology library, but no postgis-3.dll.

Is there a problem with the build or is expected? In the latter case I fear
there's no way to obtain Windows nighlties from master...
