Well you certainly ain't going to get raster break out in 2.6
And you wait 3 more years your idea of breaking out will sound even crazier.

If 3.0 is the next release, there is a chance postgis core / raster can be divorced

So your best bet is to vote +1 on 3.0 if you want a minutia of a chance of your divorce proceeding to go thru.
