[postgis-devel] Ready for an RC1

Yah seems to many to release an RC1 and the upgrade issue is troubling as well.

 

I'll try to push out a beta2 tomorrow or later this week.

It seems we have enough blockers that my dream of getting out an RC1 this
Monday will not come to fruition.
