[postgis-devel] Planning for PostGIS 2.5 release

PostgreSQL 11 beta came out this week so guess we should start thinking
about PostGIS 2.5.

1) Do we want to do PostGIS 2.5 release a little before PostgreSQL 11, or
wait another year to line up with PostgreSQL 12?

2) If we do go for releasing with 11, we should probably do our feature
freeze in another 6-8 weeks and spend July thru September ironing out the
features we have in place.
