[postgis-devel] r17001 broke upgrades

r17001 broke upgrades from 2.1, please see

The error is:

The Pull request does NOT reference a Trac ticket so I don't know
where else to report this issue.

Any committers please keep an eye on all bots. Travis alone does not
test all we want to test. Dronie is a great tester for upgrades...
