[postgis-devel] A new and Improved Debbie

So Debbie is sick and I've given up figuring out what caused it.  It's time
for a fresh Debbie anyway.

That said I'm about 70% along on my build of a new Debbie.

1) The new server will be an 8GB 4 core VM of which I will have Ubuntu 18.04
LTS as the Host with snap LXD

(note I purposely picked this to be more compatible with the new OSGeo
infrastructure I am building out)

2) A Debbie container with Jenkins (already installed and jobs copied over -
still running thru each job to make sure I didn't miss a dependency).

For the webserver - do we want Apache2  or Nginx?  I've been warming up to
Nginx as it seems less memory hungry than Apache2  and PHP runs fine on
both.  But I'm indifferent which we go with.

So that's just to keep things as they were:


-- The rest of the host I figure we can build anything else we want 
A docker registry
A workshop container
More buildbots of various flavors of Linux

e.g. a Workshop container, build-bot etc. but we can decide later what to do
with that.
