Why is Debian Stretch used as a baseline? As of a few days ago Stretch
is now oldstable.

The new stable Debian Buster has:
GDAL 2.4 https://packages.debian.org/source/buster/gdal
PROJ 5.2 https://packages.debian.org/source/buster/proj
