Docker image used by Dronie is built from this Dockerfile:

It installs libproj-dev from default packages found in

    Trisquel GNU/Linux 7.0, Belenos

We could install newer proj manually OR upgrade to a newer version
of that distribution. But - really - now we're in alpha stage, why
do we want to _restrict_ what a user can do ? The only advantage would
be for us, not for the users. Number of users is way bigger than
number of developers... (and Dronie is just one user having to deal
with this change)
