Well it appears someone fell into a booby trap trying to do some spring
cleaning

Which broke all our bots that actually try to install via extensions (why
travis doesn't do this is a discussion for a separate time)

That said, the main issue is that postgis_raster is the only extension we
have that the lib file does not start with the extension name.
This was all dandy when the raster part was part of the main postgis
extension, but now that it is broken out, I propose we change the name of
the lib file as well to mirror the extensions name.

This will fix 4355.  In fact the only ways to fix 4355 is to

a) make an exception for postgis_raster to keep its legacy lib rtpostgis
name

or 
b) Make the logical next step of standardizing it's lib name to mirror it's
extension name, as most other PostgreSQL extensions in the world do.
