[postgis-devel] Drone (externally hosted) now monitoring github PRs

I've enabled cloud.drone.io against the GitHub mirror so that
upgrade tests are now also performed for PRs staged there.

The hosted drone service uses the same configuration (.drone-1.0.yml)
used by the self-hosted one which is currently testing PRs
opened on the self-hosted Gitea mirror.

With revision r17427 I also added a badge for the new bot in
the README.md file. It is probably not very useful at the moment as
it should give the exactly same result as the existing Dronie badge,
but given the frequent false negatives it may be good to have a second
opinion on the quality of a commit... (at the time of writing I did
NOT add a badge to the wiki page)
