[postgis-devel] [MOTION] Drop ChangeLog support

I know you didn't expect this from me, as GNU Coding Standards
want it [1] but the output from git2cl is horrible and it's so
easy to get detailed change logs from a git repository that I
think our ChangeLog can go.

So, motion: drop ChangeLog from repository and release tarballs.

For the record: current ChangeLog is 3MB in size.
