[postgis-devel] [postgis-users] PostGIS 3.1.0alpha1 is released

I had removed it from the repo, but I guess the make dist script was updated to generate it when building the tar ball.

I still think it's unnecessary bloat.  Anyone see value in it? 

I recall packagers said it's kinda useful, but probably not that needed as long as NEWS has all the key things.

I still see ChangeLog in 3.1.0alpha1
