[postgis-devel] PSC Vote: Add Phillip Ross to PostGIS Docker Hub org

On IRC with Phillip Ross, and he's interested on working on this ticket - to
make an official PostGIS docker image based on Mike Dillon's popular docker
image.

For those who an unfamiliar with Phillip.  He currently maintains the
PostGIS-Java bindings.
